What a neat idea—and name!  A Pic'N'Tee" is two golf tees connected together, designed to be usable as a cocktail pick. They are colorful and have sharp points on the end of each stem. The top tee simply sockets into the bottom tee. 

According to the info on the box, they could be used to pick cherries, olives, onions, orange slices, or as a hors d'oeuvres server, then "Snap"—you have 2 golf tees!  Just give the top tee a tug to separate the tees and save for use on the course.
