I am not sure how this machine works, but as near as I can tell, the ball sets on the base, with the side of the ball fitting in the cup-shaped holder.  Select the number or letter desired and then pull down on the handle to imprint the ball. For a second letter or number, you would rotate the cup-shaped holder, as it can only rotate in one direction at set increments, and then repeat the process.  Or something like that.  The handle still moves and the springs still flex.  I did not, however, try to mark a ball as I have no idea if this is in working condition.  A handsome piece.

This Chambers marking machine measures 11 ¼ inches wide across its base and 8 ¼ inches high.  The front is stamped “Chambers Patent; Pat 18712  10”— a British patent that dates to 1910.  The top is stamped “Made in England, 2447”, which is most likely that of another patent or an application number.  The golf ball shown in the device is for demonstration purposes and is not included in this lot.
