The Woodward sand tee mold was patented in the US in 1926 by V.C. Christensen.  The golfer would scoop up damp sand inside the mold, place the mold on the ground, then push the plunger button on top of the mold as he raised it up.  This would leave a nicely formed "sand tee" on the ground. The golfer would place the ball atop the sand to begin a new hole.  This example is unmarked. It lacks the patent/patent pending information normally found on this tee. It was likely produced before Christensen took his idea to the patent office.
