Both of these gutty balls were repainted, and the paint appears old. The balls were likely slightly used (as can be seen by a few small surface anomalies under the existing paint) and suffered some paint loss. So the owner decided to repaint.
Golf ball paint was available in the 1890s and freshening up a ball was done back then from time to time. Today it's exceedingly difficult to find gutty balls that were repainted back in the day and then left unused. Such balls are but a tiny fraction of all the gutty balls that remain.
