Both of these gutty balls were repainted, and the paint appears old. The balls were likely slightly used (as can be seen by a few small surface anomalies under the existing paint) and suffered some paint loss. So the owner decided to repaint.
Golf ball paint was available in the 1890s and freshening up a ball was done back then from time to time. Repainted guttys make up a very small percentage of all the gutty balls that remain.
